Jefferson County Waterway monitors vessel traffic with Milestone Video Surveillance

Milestone Systems open platform IP video management software (VMS) is at the center of operational overview for the authorities who handle the Sabine-Neches Waterway running 55 miles through Jefferson County, Texas, to the Gulf of Mexico. This area includes the number-one commercial and military out-load port in the United States and is the fourth largest port in terms of processed tonnage. They need to ensure the safety of those working and traveling through the port, and to keep traffic flowing for the commerce that relies on clear passage.

A vast traffic-monitoring network has been deployed here to ensure that all vessels (civilian, military and commercial) can safely navigate the waters with minimal interference such as collisions or other stoppage. The new surveillance system also monitors the many petroleum refineries that line the channel. Backed by a Verizon Wireless 4G connection, the county Hikvision IP Camera along the waterway are networked through Milestone XProtect Enterprise VMS for managing high definition video of live vessel movements and incident reporting from the archived footage.

Milestone truly is the best IP video open platform on the market. It integrates with all of the Hikvision Cameras seamlessly and provides the sheriffs department with more high definition images for significantly better views of the waterway than their previous system. We now have camera eyes located on an array of tall locations in challenging environments. Our solution design includes live mobile video on tablets and smartphones to dispatchers and personnel on watercraft, says Mark Nolan, Sales Engineer at systems integrator Knight ip cctv system.

Vessels range in size from small tugboats to huge tanker ships hauling hundreds of tons of oil and other commodities. When an incident is called in to port security, authorities must assess the situation and respond immediately. Milestone XProtect provides the user interface where reported incidents are checked in the video to determine if the port must close to resolve a situation or can continue operating. Closing the port for any amount of time is an expensive procedure, so having virtual eyes on the scene is imperative to optimal operations.

The previously installed system was very limited ? only viewable and navigable in one control station building. Knight Security Systems therefore designed and installed a Milestone XProtect Enterprise IP video surveillance solution managing AXIS Q1604 and Sony SNC-ER550 IP CCTV Security Camera, and more than eight terabytes of storage to provide 24 hours of archiving. With the Milestone Mobile client, the sheriffs department and port authorities now have instant access to video from anywhere.

The Milestone solution consolidates the 24-hour monitored cameras into one centrally managed solution, viewable by all administrators in their respective offices, in the main monitoring station and on mobile devices. With high-level national security implications, live Wireless Security Cameras views and the ability to quickly check recorded video is essential to the ports operational standards for efficiency. Every second between an incident report and confirmation of the validity of the report is crucial to the response process.

Protecting the Port

The only ways to access Jefferson County through the waterway is via Sabine Pass or two entry points on the Intracoastal Waterway. With an advanced communications system and screening process, no vessel is unaccounted for. The cameras give verification to confirm radio transmissions. The Vessel Traffic Service (VTS) at Port Arthur acts as the keepers of the gate aided by the Milestone video management solution, issuing advisories and minimizing blind spots.

If we pick up a radar blip thats not transmitting an identification signal, it is imperative to identify that blip before it enters the port, explains Michael Measells, Director of Vessel Traffic Service. The CCTV IP Camera can do what radar cant achieve ? put an eye on a vessel through the Milestone XProtect software, allowing us to know whats moving, from a marine safety and security standpoint. Thats the number-one mission.

Cameras line the river and port entrance, placed in strategic locations from the roofs of buildings to the top of the Verizon Wireless 4G towers. A Jefferson County Sheriff helicopter also hosts a mounted Infrared Light for Security Camera ready to be called into action at any time, whether its monitoring an incident or making rounds.

Weve adapted to the ease of application, connectivity and versatility of the Milestone interface very quickly ? its so easy to use, says John Moore, Electronics Materials Officer, United States Coast Guard. Milestone is always up and running, and it loads extremely fast on any mobile operating system. The versatility of our Milestone setup also allows us to remotely provide access to our Sector Command Center in Houston.

Incident Confirmation and Control

The port is a vital, active entity, responsible for millions of dollars in assets and manpower. If an incident is reported to the Sheriffs Department or Coast Guard, there are established procedures to follow before any response is made. Any event, whether a boating accident, cargo spill or personal injury, has the potential to shut down the channel for an extended length of time.

This is a high-traffic waterway and with a limited width, there are bound to be close calls and incidents, says Measells. Its good to have more eyes on each vessel.
When an incident is reported, officials must immediately confirm the report. Then the proper authorities are contacted and ground or water personnel deployed as needed. The sheriffs department jurisdiction covers the entire 55 miles of critical infrastructure.

If I get a report of an incident, Ill pull Milestone Mobile up on my tablet or phone to assess the situation, says Deputy Chief Mark Dubois, Jefferson County Sheriff. XProtect helps us respond quickly, allowing us to view video from any cameras immediately, from any location, any time, to confirm or deny an event.

We can move from evaluation of a report to initiating a response in a matter of minutes, if not seconds, Moore adds. Theres time and money there. Once we confirm, all responders mindsets are immediately shifted into response.

Protecting a Rolex store from threat of theft: An Avigilon case study

Protect a high-end watch and jewelry store from internal and external retail theft, while implementing a sophisticated ip cctv system that is user-friendly and wont disrupt the stores network.

The solution

The security personnel at the Rolex flagship boutique in Tel Aviv, Israel use the Avigilon Control Center (ACC) Enterprise Network Video Management Software (NVMS) with High Definition Stream Management (HDSM) to oversee six Avigilon 1MP and 2MP HD Security Cameras and two analogue cameras installed throughout the store. The Rolex boutique also uses an Avigilon 5MP camera to overlook the stores lab, where inventory that is not on display is stocked. Management uses ACC Mobile, Avigilons mobile application, to observe store activity during off-hours when they are away from the store and Avigilon Network Video Recorders (NVRs) to store up to 45 days of continuous surveillance footage. Euro-Asia, the owners of the Rolex boutique in Israel, also use the Avigilon solution in their main office and four other affluent retail outlets across Israel.

The benefits

The Rolex brand is world-renowned for their high-quality, designer products. In a store where the average item retails for thousands of dollars, ensuring the highest level of security is a top priority. The Avigilon high-definition surveillance system allows the Rolex boutique to efficiently and effectively monitor inventory and defend against customer and employee theft. On the operations end, the switch from an analogue to an IP-based security system has been a smooth transition for the stores security personnel. With highresolution footage, an easy-to-use video management system and time-saving search functions, managers at the Rolex boutique and Euro-Asia have been able to resolve incidents with indisputable evidence in a fraction of the time it took them with previous systems. The store has also been able to leverage high-definition video surveillance to improve operational efficiencies and properly evaluate customer service standards. Security personnel at the Rolex boutique manage live and recorded footage from a workstation inside the shop and a separate workstation inside Euro-Asias main offices.

  • Protect expensive merchandise from theft
  • Create a safe shopping environment for customers
  • Meet insurance requirements
  • Reduce investigation time
  • Improve business operations and customer service

Upscale watch and jewelry store guards luxury assets and ensures customer safety with Avigilon high-definition surveillance system

Located on Shaul HaMelech Boulevard, one of the largest cultural hubs in Tel Aviv, the Rolex flagship boutique caters to some of the citys most fashionable and affluent clientele. Founded in 1905 in London, England by German watchmaker Hans Wilsdorf and his brotherin- law, Alfred Davis, Rolex has since blossomed into the worlds largest luxury watch brand. Euro-Asia, a European-based official dealer for several high-end watch brands including Rolex, Tudor, Certina, Bering, Michel Herbelin and RedLion Jewelry, owns and runs the Rolex flagship boutique in Tel Aviv. In the past, Euro-Asia relied on analogue-based video surveillance systems in their retail outlets, however, when they opened the Rolex boutique in 2012, the owners knew they needed to upgrade their system in order to get the highlevel protection an upscale watch and jewelry store required. Our old Hikvision IP Camera were very difficult to use and we could hardly identify anything with them, said Noam Burstein, CEO of Euro-Asia. We felt that our previous investment did not yield satisfying results. Under the recommendation of Polar Electronic Systems, an Israeli-based security and surveillance products distributor, Mr. Burstein upgraded to Avigilon for its ease-of-use, efficient storage, and immediate and accurate search capabilities.

With the success of the Rolex flagship boutique installation, Euro-Asia has implemented the Avigilon solution in four other shops in different cities in Israel and its headquarters in Tel Aviv. In addition, with Avigilon, the company was able to meet other business-related requirements. When we moved to our new office, the insurance demanded a better system, Mr. Burstein said. We decided that we wanted a system that would also be useful for our day-to-day business and not just for security.

Protecting customers, employees and expensive merchandise

Like most luxury stores that carry premium merchandise, protecting inventory and the safety of customers and employees is a top priority. In early 2014, a masked robber armed with a gun entered the front doors of the Rolex boutique and instructed employees to open locked jewelry displays containing expensive watches and transfer the jewelry into designated bags. However, the Avigilon 2 MP H.264 Dome Hikvision Camera installed in the boutique were able to clearly capture the robbery in real time. Midway through the robbery, one of the stores employees pressed a panic button, alerting officials at the Euro-Asia head office. As soon as the officials received the notification, they were able to pull up the feed using the ACC web client and immediately alert the police. The Avigilon system helped us quickly assess the situation and notify the authorities, Mr. Burstein said. Within minutes, police arrived and arrested the robber and his accomplice. The quick response of the Euro-Asia officials and police ultimately helped keep the Rolex employees and store merchandise safe. On the business side, the Avigilon solution has already proven its value. If the robbery was successful, the costs related would be very heavy, explained Mr. Burstein. In addition to the merchandise lost, we would have experienced an increase in insurance premiums and restocking fees. I feel much better not even thinking about it.

Strong image quality and network management

While evaluating different security system providers, one of the first features that stood out to Mr. Burstein was the unparalleled image detail provided by the Avigilon solution. The image quality we get from Avigilon is much higher than we had before, said Mr. Burstein. The high-definition capabilities of the Avigilon system have helped to create a safe environment for customers and employees and have been used as a proactive tool in accounting for expensive merchandise. We wanted to have a system that provided high-resolution images so that we would be able to locate items misplaced by both customers and employees, said Mr. Burstein. In addition, the Avigilon system has had minimal impact on the stores network since deployed. We have had no downtime of the system in the last year, so we are content with the quality of system installation by Polar Electronic Systems, maintained Mr. Burstein.

Convenient and user-friendly

To secure all of its assets, Euro-Asia deployed the Avigilon system in its head office and its multiple stores across the country. With system operators in each location, choosing a system that was user-friendly and convenient was crucial. We do not have a full-time guard here, so our managers and non-technical staff need to be able to operate the system, said Mr. Burstein. For all the systems we tested, we found Avigilon to be the easiest and most convenient system to use. The ACC software has enabled users to efficiently monitor live and recorded footage, significantly reducing search times. Our managers now spend more time on their work than on the security system, Mr. Burstein said. After the robbery was stopped and the perpetrators were arrested, we managed to give the police the evidence they needed very quickly and were back to work in no time.

Lowering insurance costs

Having a modern, aesthetically-pleasing exterior is important for high-end stores located in a trendy neighborhood. At first our insurance company demanded that we install IP CCTV Security Camera and bars in windows in all our shops, said Mr. Burstein. However, bars in our windows were out of the question because Rolex would not approve disfigurement of the shop. The quality of Avigilons high-definition CCTV IP Camera and the addition of security smoke enabled us to compromise with the insurance company and avoid barring our windows. The result was a welcoming, comfortable shopping environment that is attractive to clientele.

Changing the Face of IP ? Samsung Techwins Open Platform

This year Samsung Techwin is bringing choice and simplicity to the marketplace with its latest generation of IP network based video surveillance solutions.

In this brief interview, Joanne Herman, Marketing Manager for the Security Solution division of Samsung Techwin Europe Ltd, explains the benefits of IP and why the time is right to adopt this new technology.

Q: Joanne, why do you believe that Samsung Techwin can make such a big difference to how customers utilise Video over IP?

A: Our product development strategy has been based on the understanding that in the current challenging economic environment, businesses and organisations are understandably looking to achieve maximum long term benefit from their investment in video ip cctv system. End-users want to purchase a solution that is not just fit for todays purposes, but is also future proof in terms of its expandability and its ability to integrate with new technology in the future.

Q: There are many manufacturers of outdoor cctv camera and recorders who would say that their products are flexible, scalable and future proof too. Why do Samsung Techwin IP solutions stand out from the crowd?

A: Simply put, its the ground breaking open platform capabilities of the WiseNetIII DSP chipset that is at the heart of all our latest cameras and domes.

Q: The term Open platform is widely used in the software world. How does this apply to the chipset that is inside your cameras?

A: We believe it is an exciting game changer in that the truly open platform allows users to effortlessly upload Apps and run them on any WiseNetIII Hikvision IP Camera or dome.

Q: And why would customers want to do this?

A: Video Analytics is perhaps one of the best examples in which the functionality of a Hikvision Camera can be enhanced with the use of Apps and the processing power of the WiseNetIII DSP chipset is such that we can now give customers the complete freedom and flexibility to choose the edge based video analytics App that best matches their individual requirements.

I am certain that we will look back in a year or so and be amazed at the diversity of Apps that have been introduced. Many video-based Apps are already available. Retailers for example, may wish to use a video analytics App available from AgentVI which is designed to provide business intelligence on customer in-store behaviour and can produce heat maps which show busy areas of a store, by hour or day of the week, to enable a stores merchandising department to identify where to locate in-store promotions or perhaps relocate slow selling items. Data can also be collected to allow analysis of how long customers have to queue to pay and this can be used to help inform store managers to establish how many check-outs should be open to ensure that the customer experience is not adversely affected by long queues.

Similarly, security personnel responsible for mission critical sites may wish to use the Foxstream video analytics App, which is ideal for perimeter protection applications where there is a need to have a high performance solution to detect and track would-be vandals and thieves.

Its really easy to upload an App to one of our IP CCTV Security Camera. Following the connection of a camera to the network, installers or operators simply need to upload their preferred App via the cameras browser.

All the 1.3MP, 2MP and 3MP models within the family of WiseNetIII network Wireless IP CCTV Camera and domes are extremely easy to install and set up, as are all our plug & play network recording devices. We believe however, that it is the open platform capabilities of the WiseNetIII DSP chipset that will have the most significant impact on the demand for IP network based video surveillance solutions and create considerable sales growth opportunities for our business partners, installers and system integrators.

Q: Can users upload more than one App at a time to the WiseNetIII DSP chipset?

A: Yes. In fact a key feature of the WiseNetIII DSP chipset is that it has the ability to run multiple applications simultaneously, such as People Counting and Cloud Storage. This offers a clear advantage over competitors chipsets which only have the capacity to upload and run a single App.

Q: Do all the leading independent VMS support the Samsung Techwin WiseNetIII models?

A: Yes. Indeed this is another very important aspect of the open platform nature of the WiseNetIII DSP chipset, in that it is very easy to integrate with virtually any video management software package. We are continuing to accelerate our integration programme and are now supported by a large number of VMS including Genetec, Milestone, Axxon, Ipronet, Exacq, Genetec, and Seetec.

We look forward to showcasing how Samsung Techwin are changing the face of IP this coming June at IFSEC.
